Why did my neighbour bill smurk at me when i got my mail this morning?

Hi. I was getting the mail this morning and my neighbor bill of 52, who was reading the paper until he heard me on his front door step, lowered his paper and smirked at me. You can understand my disbelief yes? I mean, we all know bill is a top bloke so like, what the **** is his problem?
