Help is this teacher in the wrong?

Hi I am in grade 10 in high school and I have decent grades 70 - 80s. But for the first half of the year I had a torn cartilage in my knee and I had a doctors and a hospital note that forbidded me to take part in any strenuous physical activity until follow up appointments. The problem is gym.. I couldn't participate in the class but I did whatever the teacher wanted like mopping floors, folding jerseys, filling gym equiptment, building desks and helped out with WHATEVER he wanted during gym but I still actively participated in the other part of gym health class. I got cleared this term to do gym and have been participating since march and did the fitness test and did slower but not bad. I knew I had no mark for the first term but me and the teachers made goals for next year and that hed extend my grade till post summer. I had got a letter home previously and it stated I was incomplete and I had to do an assignment but the teacher said I can do the over the summer fitness instead of a project. The third day before school ended my gym/health teacher tells me he's not passing me and that he doesn't know if I can anything over the summer and that he is failing me unless I can run a 6.2 mile run in an hour and bit which is hard for me. So now hear I am screwed over and the school is being no help. The teacher is very rude and he gets pleasure out of doing this because he always smirks at me and makes me seem dumb. I really can't deal with this I am worried so much I can't study for my exam and I am making myself sick please help what is happening in thus situation? Can I complain to anyone?
